{"id":11884,"date":"2024-04-11T09:34:12","date_gmt":"2024-04-11T08:34:12","guid":{"rendered":"https:\/\/londonpost.news\/?p=11884"},"modified":"2025-10-18T12:10:04","modified_gmt":"2025-10-18T11:10:04","slug":"central-asia-counts-the-cost-of-drug-trafficking","status":"publish","type":"post","link":"https:\/\/brusselsindependent.com\/be\/analysis\/central-asia-counts-the-cost-of-drug-trafficking\/2024\/04\/11\/admin1\/","title":{"rendered":"Central Asia counts the cost of drug trafficking"},"content":{"rendered":"<p>Speaking at the 67<sup>th<\/sup> session of the UN Commission on Narcotic Drugs in March, Zafar Samad \u2013 director of the Narcotics Control Agency under the President of Tajikistan \u2013 admitted that vast quantities of drugs are being smuggled to Europe and Russia through Tajikistan\u2019s \u201cnorthern route.\u201d In other <a class=\"ext-link\" href=\"https:\/\/www.osce.org\/programme-office-in-bishkek\/565573\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">Central Asian<\/a> nations, increased <a class=\"ext-link\" href=\"https:\/\/daryo.uz\/en\/2023\/07\/11\/kazakhstans-plan-to-combat-drug-addiction-and-trafficking-decisive-action-for-drug-free-future\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">efforts<\/a> are being made to curtail the problem. Kazakhstan, for example, is strengthening its legal systems and policies to effectively counter the laundering of proceeds from drug trafficking in cooperation with the United Nations Office on Drugs and Crime (<a class=\"ext-link\" href=\"https:\/\/www.unodc.org\/centralasia\/en\/news\/unodc-unites-efforts-of-national-partners-in-kazakhstan-in-countering-laundering-proceeds-of-illegal-drug-trafficking.html\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">UNODC<\/a>). The Kazakh government also recently approved a <a class=\"ext-link\" href=\"https:\/\/astanatimes.com\/2023\/07\/kazakh-government-outlines-measures-to-combat-drug-addiction-and-trafficking\/\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">Comprehensive Plan to Combat Drug Addiction and Trafficking<\/a>. Given its long and porous border with Afghanistan, however, the problem in Tajikistan remains acute.<\/p>\n<p>\u201cThe increase in the volume of drug seizures in Tajikistan indicates that there are large stocks of drugs in the northern provinces of Afghanistan intended for shipment along the northern route,\u201d Samad stated. Smugglers are \u201cassessing the situation and exploring the possibilities of transporting drugs into Tajikistan, taking into account the measures taken by the Tajik Government to strengthen the Tajik-Afghan border by creating new border facilities.\u201d<\/p>\n<p>This year will see the adoption of a CSTO program aimed at fortifying the border between Tajikistan and Afghanistan. Beginning in the Kyrgyz second city of Osh, the highway \u2013 the second highest international road in the world \u2013 traverses the length of Tajikistan and down through the south of Uzbekistan before terminating in Afghanistan. An estimated 15 tons of opium and 80 tons of heroin are <a class=\"ext-link\" href=\"https:\/\/gjia.georgetown.edu\/2018\/03\/01\/drug-trafficking-in-tajikistan\/\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">trafficked<\/a> through Tajikistan each year, the majority passing through the poverty-stricken, self-governing Gorno-Badakhshan Autonomous Oblast (GBAO) along a desolate mountainous route known locally as <em>Bam-i-Dunya<\/em> \u2013 the Roof of the World.<\/p>\n<p>Said by locals to be older than Rome, Osh is a dusty spread of Soviet-era buildings adorned with satellite dishes and murals of MIG fighter jets and <a class=\"ext-link\" href=\"https:\/\/ria.ru\/20200720\/1574584061.html\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">Misha the Bear<\/a>. Having long been dubbed one of the drug capitals of Central Asia, Kalashnikov-wielding soldiers guarded caf\u00e9s after dark.<\/p>\n<p>An ancient <a class=\"ext-link\" href=\"https:\/\/cultureroadtravel.com\/roof-of-the-world-in-tajikistan-journey-along-the-pamir-highway\/\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">Silk Road route<\/a> in use for millennia, the modern <em>Pamirsky Trakt<\/em> was completed in 1937. From Osh, the red soil highway ascends to the windswept mud-brick hamlet of Sary Tash, a major stopover on the smuggling route where the roads to Kashgar in China and the border with Tajikistan converge.<\/p>\n<p>Despite covering 45% of its landmass, the self-governing Gorno-Badakhshan Autonomous Oblast (GBAO) is home to just 3% of the population of Tajikistan.<\/p>\n<p>The only Central Asian country to have descended into civil war following the collapse of the USSR, the Pamiris chose the losing side, with the five-year-long conflict leaving approximately 100,000 dead and 1.2 million displaced. The inhabitants of the GBAO have faced <a class=\"ext-link\" href=\"https:\/\/www.theguardian.com\/global-development\/2022\/feb\/04\/we-want-the-truth-families-of-ethnic-pamiris-killed-in-tajikistan-call-for-justice-as-tensions-rise\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">privation and persecution<\/a> ever since, only surviving mass starvation during the 1990s because of humanitarian aid. The region still suffers from crippling poverty, an unemployment rate of around 30%, and an economic exodus of those in search of gainful employment.<\/p>\n<p>One of the most <a class=\"int-link\" href=\"https:\/\/timesca.com\/labor-migration-making-money-at-any-cost\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener\">remittance-based economies<\/a> in the world, in 2023 official figures released by the Ministry of Labor, Migration and Employment of Tajikistan \u2013 often underestimated \u2013 stated that 652,014 people left the country to work abroad, largely to Russia. According to the <a class=\"ext-link\" href=\"https:\/\/blogs.worldbank.org\/en\/peoplemove\/remittances-europe-and-central-asia-post-strong-growth\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">World Bank<\/a>, in 2022 remittances made by migrants accounted for 51% of the country\u2019s GDP.<\/p>\n<p>\u201cThe circumstance in the long term can be catastrophic, because you\u2019ve connected the local economy with the Russian economy, so if there is a downtown in Russia, that will impact in a disastrous way,\u201d Dr. Luca Anceschi, a Professor of Eurasian Studies at the University of Glasgow told TCA. \u201cAnother problem, he fact that these people tend to settle leads to wider issues. This is something which could prove detrimental in the longer term, a brain-drain if you will, or a loss of manpower.\u201d<\/p>\n<p>Whilst many of these economic migrants are housed in appalling conditions overseen by gang-masters and <a class=\"int-link\" href=\"https:\/\/timesca.com\/tajik-migrants-facing-xenophobia-in-russia-after-moscow-terrorist-attack\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener\">live in fear<\/a> \u2013 especially in the wake of the recent terrorist attack on the outskirts of Moscow \u2013 others, as Dr. Alexander Kupatadze, a Senior Lecturer at King\u2019s College, London, told TCA, are \u201cheavily involved [in smuggling]. According to Kyrgyz Drug Control Agency officials I interviewed, at the time the leader of the Tajik diaspora had been laundering money by purchasing real estate and restaurants in Egypt and Dubai, as well as investing in agriculture in Austria.\u201d<\/p>\n<figure id=\"attachment_11888\" aria-describedby=\"caption-attachment-11888\" style=\"width: 768px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-11888 size-full\" src=\"https:\/\/brusselsindependent.com\/wp-content\/uploads\/2024\/04\/drug3.jpg\" alt=\"\" width=\"768\" height=\"1024\" srcset=\"https:\/\/brusselsindependent.com\/wp-content\/uploads\/2024\/04\/drug3.jpg 768w, https:\/\/brusselsindependent.com\/wp-content\/uploads\/2024\/04\/drug3-225x300.jpg 225w, https:\/\/brusselsindependent.com\/wp-content\/uploads\/2024\/04\/drug3-150x200.jpg 150w, https:\/\/brusselsindependent.com\/wp-content\/uploads\/2024\/04\/drug3-300x400.jpg 300w, https:\/\/brusselsindependent.com\/wp-content\/uploads\/2024\/04\/drug3-696x928.jpg 696w, https:\/\/brusselsindependent.com\/wp-content\/uploads\/2024\/04\/drug3-315x420.jpg 315w, https:\/\/brusselsindependent.com\/wp-content\/uploads\/2024\/04\/drug3-600x800.jpg 600w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/><figcaption id=\"caption-attachment-11888\" class=\"wp-caption-text\">Tajikistan and Afghanistan separated by the Pyanj River, near Qal\u2019a-i-Khum, Tajikistan; photo: TCA<\/figcaption><\/figure>\n<p>Skirting the border with China\u2019s troubled Xinjiang province, the highway runs adjacent to a barbed wire fence for hundreds of miles. Parts of the fence sagging or missing altogether where wooden struts have been stolen, tire tracks speak to illegal entries and exits. The ground smattered with the skulls of ibex, a ghostly air of desolation permeates settlements here, which are cut adrift by snow for up to nine months a year, with winter temperatures falling to-45\u00b0C.<\/p>\n<p>Circumnavigating landslides, a twenty-hour drive brings one from the long-troubled border with Kyrgyzstan to the regional capital of <a class=\"ext-link\" href=\"https:\/\/web.archive.org\/web\/20210601101228\/http:\/stat.ww.tj\/posts\/July2020\/macmua_20201.pdf\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">Khorog<\/a>, population 30,000. In July 2012, fighting broke out here after the Regional Security Chief was dragged from his limousine and stabbed to death. Helicopter gunships whizzing overhead, the authorities severed phone and road links, locals responding by building barricades and calling the government\u2019s actions an invasion. Over a hundred said to have been killed. Riots erupted again in November 2021, following the \u201c<a class=\"ext-link\" href=\"https:\/\/cabar.asia\/en\/endless-conflicts-in-gbao-causes-and-effects\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">mysterious murder<\/a>\u201d of a local representative. On the outskirts, new mansions hugged the hillsides, springing from the scree with manicured lawns and offering easy access to the porous Afghan border. Ostentatious vehicles abounded, the proliferation of flash cars leading to a <a class=\"ext-link\" href=\"https:\/\/www.thenation.com\/article\/archive\/central-asias-heroin-problem\/\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">local saying<\/a>; it was no longer \u201cHow much did it cost?\u201d but \u201cHow many kilos did it cost?\u201d TCA asked Kupatadze about government collusion in trafficking. \u201cAll large-scale smuggling features some involvement of officials,\u201d he observed, \u201ceither in the form of protection, large bribes, or direct participation.\u201d<\/p>\n<p>With monthly salaries <a class=\"ext-link\" href=\"https:\/\/www.ceicdata.com\/en\/tajikistan\/average-monthly-salary\/average-monthly-salary\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">averaging<\/a> just shy of $193 as of November 2023, from the mid-1990s onwards, Tajikistan has seen an explosion of heroin, becoming known as a \u201c<a class=\"ext-link\" href=\"https:\/\/www.ojp.gov\/ncjrs\/virtual-library\/abstracts\/tajikistan-rise-narco-state\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">narco-state<\/a>.\u201d In 1997, researchers estimated that half of 18\u201324- year-olds in the country were employed in the drug trade. As to how high up the criminality goes, in 2000 the Tajik Ambassador to Kazakhstan was arrested in Almaty with 86 kilos of heroin in his car. The next year, the Deputy Minister of the Interior was murdered, the prosecution in the case arguing he\u2019d been assassinated for refusing to pay for a shipment of 50 kilos. In 2014, it was estimated that drug money accounts for as much as <a class=\"ext-link\" href=\"https:\/\/www.politico.com\/magazine\/story\/2014\/02\/tajikistan-the-narcostate-103886\/\" target=\"_blank\" rel=\"noopener follow external noreferrer\" data-wpel-link=\"external\">30% of the country\u2019s GDP<\/a>.<\/p>\n<p>In 2005, when Tajikistan assumed control of its border with Afghanistan from the Russians, heroin seizures decreased by 50%. Piqued by the critical international response, President Rahmon aimed a rare barb at Moscow, alleging <a class=\"int-link\" href=\"https:\/\/timesca.com\/european-parliament-condemns-repression-in-tajikistan-underlying-issues-persist\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener\">Russian complicity<\/a> in the drug trade. \u201cWhy do you think the generals lined up in Moscow all the way across Red Square and paid enormous bribes to be assigned here,\u201d he complained to U.S. officials, \u2018just so they could do their patriotic duty?\u2019<\/p>\n<p>In the absence of a legitimate economy though, perversely the flow of narcotics seems to have kept the country from falling apart. \u201cThe state is really at the intersection of the benefits and detriment which come from corruption,\u201d Anceschi told TCA. \u201cOn the one hand, having the local administration connected with corruption has its benefits, because it\u2019s added a new layer of patronage. Infrequent efforts to curb trafficking have also had unintended consequences, with an increase in checkpoints inadvertently disadvantaging smaller operators while allowing cartels to consolidate their control. As Peter Reuter points out, \u201cthere are economies of scale in corruption.\u201d<\/p>\n<p>As the highway weaves out of Khorog, dried poppy husks sprout from the roadside.
