N\u00fcfusun %68\u2019den fazlas\u0131, D\u00fcnya Bankas\u0131&#8217;n\u0131n 1,95 ABD Dolar\u0131 s\u0131n\u0131r\u0131n\u0131n alt\u0131nda g\u00fcnl\u00fck gelirle ya\u015fam\u0131n\u0131 s\u00fcrd\u00fcrmekte; bu oran 2002\u2019de %56,6 iken ekonomik \u00e7\u00f6k\u00fc\u015f\u00fcn yan\u0131nda kurumsal iflas\u0131n da g\u00f6stergesidir.<\/p>\n<p>Adalet sistemi, hem finansal kaynak yetersizli\u011fi hem de siyasi m\u00fcdahalelere a\u00e7\u0131k yap\u0131s\u0131 nedeniyle i\u015flevsellikten uzak kalmakta; k\u0131rsal alanlarda ya\u015fayan n\u00fcfusun \u00f6nemli bir k\u0131sm\u0131 temel yasal kimlik haklar\u0131ndan mahrumdur. Resmi n\u00fcfus kay\u0131tlar\u0131 eksikli\u011fi, \u00e7ocuklar\u0131n e\u011fitim, sa\u011fl\u0131k ve vatanda\u015fl\u0131k haklar\u0131na eri\u015fimini fiilen engellemektedir. Kad\u0131nlar ve gen\u00e7ler siyasi temsil, karar alma s\u00fcre\u00e7leri ve kamusal politika yap\u0131m\u0131nda sistematik olarak d\u0131\u015flanmakta, kad\u0131na y\u00f6nelik \u015fiddet ise cezas\u0131zl\u0131kla beslenerek endemik bir sorun haline gelmektedir.<\/p>\n<p>Derinle\u015fmi\u015f yolsuzluk, kamu kaynaklar\u0131n\u0131n etkin da\u011f\u0131t\u0131m\u0131n\u0131 engelleyerek devlet hizmetlerinin kalitesini ve eri\u015filebilirli\u011fini zay\u0131flatmaktad\u0131r. Hukuki ve kurumsal istikrar ortam\u0131, yerel ve uluslararas\u0131 yat\u0131r\u0131mc\u0131lar\u0131 \u00e7ekecek temel zemini olu\u015fturur.<\/p>\n<p><strong>Gine-Bissau\u2019da \u0130stikrar\u0131n B\u00f6lgesel Stratejik \u00d6nemi<\/strong><\/p>\n<p>K\u00fc\u00e7\u00fck ancak jeostratejik \u00f6neme sahip Gine-Bissau, istikrars\u0131zl\u0131\u011f\u0131n b\u00f6lgesel dalgalar\u0131na kap\u0131 aralamaktad\u0131r. S\u0131kl\u0131kla \u201cnarko-devlet\u201d tan\u0131m\u0131yla an\u0131lan \u00fclke, uluslararas\u0131 uyu\u015fturucu ka\u00e7ak\u00e7\u0131l\u0131\u011f\u0131 i\u00e7in kritik bir aktarma noktas\u0131 haline gelmi\u015f; bu durum kurumlar\u0131n yozla\u015fmas\u0131n\u0131 ve kamu d\u00fczeninin erozyonunu h\u0131zland\u0131rm\u0131\u015ft\u0131r. Reformlar\u0131n gecikmesi, b\u00f6lgesel g\u00fcvenlik ve istikrar i\u00e7in ciddi tehditler olu\u015fturacakt\u0131r.<\/p>\n<p>30 Kas\u0131m 2025\u2019te ger\u00e7ekle\u015fecek cumhurba\u015fkanl\u0131\u011f\u0131 se\u00e7imleri, \u00fclke i\u00e7in nadir bir yeniden yap\u0131lanma ve demokratik d\u00f6n\u00fc\u015f\u00fcm f\u0131rsat\u0131d\u0131r. Bu se\u00e7imlerin \u00f6zg\u00fcr, adil ve bar\u0131\u015f\u00e7\u0131l bi\u00e7imde ger\u00e7ekle\u015ftirilmesi, halk\u0131n devlete olan g\u00fcvenini yeniden tesis edecek; Gine-Bissau\u2019nun demokratik potansiyelini ortaya koyacak ve uluslararas\u0131 topluma umut a\u015f\u0131layacakt\u0131r.<\/p>\n<p>Vieira\u2019n\u0131n ifadesiyle: \u201cDevlet ancak adil, koruyucu ve g\u00fcvenilir oldu\u011funda, Gine-Bissau istikrarl\u0131 ve m\u00fcreffeh bir gelecek in\u015fa edebilir.\u201d<\/p>\n<p><strong>Uluslararas\u0131 Deneyimler ve SDG 16\u2019n\u0131n Pratik Yans\u0131malar\u0131<\/strong><\/p>\n<p>Ruanda ve Gana \u00f6rnekleri, SDG 16 uygulamas\u0131n\u0131n ba\u015far\u0131s\u0131n\u0131 g\u00f6stermektedir. Ruanda, soyk\u0131r\u0131m sonras\u0131 d\u00f6nemde yarg\u0131 reformlar\u0131 ve yolsuzlukla m\u00fccadele mahkemeleri arac\u0131l\u0131\u011f\u0131yla \u015eeffafl\u0131k Endeksi\u2019nde \u00f6nemli bir s\u0131\u00e7rama ger\u00e7ekle\u015ftirmi\u015ftir. Gana\u2019da ise dijitalle\u015fme yoluyla b\u00fcrokratik yolsuzluk %40 oran\u0131nda azalm\u0131\u015ft\u0131r.<\/p>\n<p>Bu reformlar\u0131n Gine-Bissau\u2019da benimsenmesi, kalk\u0131nmay\u0131 h\u0131zland\u0131rabilir; \u00f6rne\u011fin, kaju ihracat\u0131ndan elde edilen gelirlerin sa\u011fl\u0131k ve e\u011fitim gibi temel kamu hizmetlerine y\u00f6nlendirilmesi m\u00fcmk\u00fcn olabilir.
