Antik \u015fehirler i\u00e7in bir ya\u015fam damar\u0131 olan Zayendeh-Rud Nehri, art\u0131k aylarca kuru kal\u0131yor ve \u0130sfahan\u2019da protestolara yol a\u00e7\u0131yor. \u0130ran\u2019\u0131n 31 eyaletinden 28\u2019inde, 90 milyon insan ciddi su stresiyle m\u00fccadele ediyor, kurakl\u0131k, g\u0131da g\u00fcvensizli\u011fi ve ekolojik \u00e7\u00f6k\u00fc\u015fle kar\u015f\u0131 kar\u015f\u0131ya.<\/p>\n<p dir=\"auto\">Y\u00fczy\u0131llar boyunca olu\u015fan yeralt\u0131 sular\u0131n\u0131 bo\u015faltan 1,2 milyondan fazla yasa d\u0131\u015f\u0131 kuyu, \u00e7\u00f6lle\u015fmeyi h\u0131zland\u0131r\u0131yor. ABD\u2019nin Kaliforniya eyaletinde, a\u015f\u0131r\u0131 pompalanan yeralt\u0131 sular\u0131, baz\u0131 b\u00f6lgelerde yeralt\u0131 su seviyelerinin 30 metreye kadar d\u00fc\u015fmesiyle arazi \u00e7\u00f6kmelerine neden oldu.<\/p>\n<p dir=\"auto\">Hindistan\u2019\u0131n ekmek sepeti olan Pencap b\u00f6lgesi, yo\u011fun sulama nedeniyle yeralt\u0131 suyu t\u00fckenmesiyle kar\u015f\u0131 kar\u015f\u0131ya; kuyular\u0131n %78\u2019i a\u015f\u0131r\u0131 s\u00f6m\u00fcr\u00fclm\u00fc\u015f olarak s\u0131n\u0131fland\u0131r\u0131l\u0131yor.<\/p>\n<p dir=\"auto\">Meksika Cidade, a\u015f\u0131r\u0131 su \u00e7ekimi nedeniyle 10 metreye kadar batarken, ABD ve Meksika taraf\u0131ndan payla\u015f\u0131lan Colorado Nehri, yukar\u0131 ak\u0131\u015f y\u00f6nlendirmeleri nedeniyle genellikle deltas\u0131na ula\u015fam\u0131yor. Onlarca y\u0131ll\u0131k k\u00f6t\u00fc y\u00f6netim, kurak b\u00f6lgelerde pirin\u00e7 ve \u015feker kam\u0131\u015f\u0131 gibi su yo\u011fun \u00fcr\u00fcnlere \u00f6ncelik vererek k\u0131t kaynaklar\u0131 zorlad\u0131. Havzalar aras\u0131 su transferleri ve %90\u2019\u0131 tar\u0131mda verimsizli\u011fe kaybolan eski sulama uygulamalar\u0131 krizi daha da k\u00f6t\u00fcle\u015ftiriyor. Bir \u201cbaraj in\u015faat mafyas\u0131\u201d, k\u00f6t\u00fc planlanm\u0131\u015f barajlar in\u015fa ederek nehir ak\u0131\u015flar\u0131n\u0131 bozuyor ve topluluklar\u0131 yerinden ediyor. \u00c7evresel uzmanlar d\u0131\u015flan\u0131yor, uyar\u0131lar\u0131 dikkate al\u0131nm\u0131yor. Bu arada, uluslararas\u0131 yapt\u0131r\u0131mlar, modern su ar\u0131tma teknolojilerine, sulama yeniliklerine ve iklim finansman\u0131na eri\u015fimi engelleyerek felaketi a\u011f\u0131rla\u015ft\u0131r\u0131yor. Yapt\u0131r\u0131mlar \u00e7evreye do\u011frudan hedef almasa da etkileri yads\u0131namaz: durdurulan restorasyon projeleri, ask\u0131ya al\u0131nan ara\u015ft\u0131rmalar ve felce u\u011frayan s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma \u00e7abalar\u0131, \u0130ran\u2019\u0131 adaptasyon konusunda yetersiz b\u0131rak\u0131yor.<\/p>\n<p dir=\"auto\">K\u0131rsal \u0130ran\u2019daki kad\u0131nlar orant\u0131s\u0131z bir y\u00fck ta\u015f\u0131yor. Evde su ve g\u0131da \u00fcretiminin birincil y\u00f6neticileri olarak, su toplamak i\u00e7in yorucu yolculuklar yap\u0131yor, y\u00fckselen g\u0131da fiyatlar\u0131yla m\u00fccadele ediyor ve kaynaklar t\u00fckendi\u011finde artan ailevi stresle kar\u015f\u0131 kar\u015f\u0131ya kal\u0131yor. Ancak, su y\u00f6netimine b\u00fcy\u00fck \u00f6l\u00e7\u00fcde dahil edilmiyorlar; bu, \u00e7\u00f6z\u00fcmleri baltalayan sistemik bir ihmal. K\u0131rsaldan kentsel alanlara i\u00e7 g\u00f6\u00e7, \u015fehirleri zorluyor, huzursuzlu\u011fu k\u00f6r\u00fckl\u00fcyor ve demografiyi yeniden \u015fekillendiriyor. Harekete ge\u00e7ilmezse, g\u0131da k\u0131tl\u0131\u011f\u0131 ve iklim g\u00f6\u00e7\u00fc Ortado\u011fu\u2019yu istikrars\u0131zla\u015ft\u0131rabilir ve k\u00fcresel yank\u0131lar yaratabilir. D\u00fcnya bu riskleri g\u00f6rmezden gelemez.<\/p>\n<p dir=\"auto\">K\u00fcresel olarak, s\u0131n\u0131r \u00f6tesi su anla\u015fmazl\u0131klar\u0131 art\u0131yor. Nil Nehri\u2019ndeki B\u00fcy\u00fck Etiyopya R\u00f6nesans Baraj\u0131, ak\u0131\u015flar\u0131n azalmas\u0131ndan korkan M\u0131s\u0131r ve Sudan ile gerilimlere yol a\u00e7t\u0131. Orta Asya\u2019da, Amu Derya\u2019n\u0131n a\u015f\u0131r\u0131 kullan\u0131m\u0131 \u00d6zbekistan ve T\u00fcrkmenistan\u2019daki ge\u00e7im kaynaklar\u0131n\u0131 tehdit ediyor. Bu \u00e7at\u0131\u015fmalar, \u0130ran\u2019\u0131n kom\u015fular\u0131n\u0131n da dikkate almas\u0131 gereken i\u015fbirlik\u00e7i su y\u00f6netimine duyulan ihtiyac\u0131 vurguluyor. Su iflas\u0131n\u0131 ele almak, acil ve koordineli eylem gerektiriyor.<\/p>\n<p dir=\"auto\">\u0130ran\u2019da h\u00fck\u00fcmet, uluslararas\u0131 deste\u011fi a\u00e7\u0131\u011fa \u00e7\u0131karmak ve reformlar\u0131 h\u0131zland\u0131rmak i\u00e7in ulusal bir su acil durumu ilan etmeli. Tar\u0131m uygulamalar\u0131 elden ge\u00e7irilmeli: Su yo\u011fun \u00fcr\u00fcnlerin %30\u2019unun kurakl\u0131\u011fa dayan\u0131kl\u0131 \u00e7e\u015fitlerle de\u011fi\u015ftirilmesi, 5 milyon hektarda sulama modernizasyonu ve yenileyici tar\u0131m finansman\u0131, y\u0131lda milyarlarca metrek\u00fcp su tasarrufu sa\u011flayabilir. Yasa d\u0131\u015f\u0131 su \u00e7ekimi, uydu izleme kullan\u0131larak durdurulmal\u0131, yetkisiz kuyular kapat\u0131lmal\u0131 ve eyalet baz\u0131nda yeralt\u0131 suyu kotalar\u0131 uygulanmal\u0131d\u0131r. Kad\u0131nlar ve gen\u00e7lerin g\u00fc\u00e7lendirilmesi kritik\u2014su kurullar\u0131nda %30 kad\u0131n temsili sa\u011flanmas\u0131 ve veri toplama ile yenilik i\u00e7in bir Gen\u00e7lik \u0130klim Kolu ba\u015flat\u0131lmas\u0131, kullan\u0131lmayan potansiyeli harekete ge\u00e7irebilir.<\/p>\n<p dir=\"auto\">Su diplomasisi, ortak nehirlerin adil y\u00f6netimi i\u00e7in b\u00f6lgesel anla\u015fmalar ve ba\u011f\u0131ms\u0131z denetimle yeniden canland\u0131r\u0131lmal\u0131d\u0131r. \u0130ran\u2019daki Birle\u015fmi\u015f Milletler Kalk\u0131nma Program\u0131 (UNDP), sembolik projelerden \u015feffaf, adalet odakl\u0131 bir role ge\u00e7meli ve iklim direncini metriklere tercih etmelidir. K\u00fcresel olarak benzer \u00f6nlemler gerekiyor.<\/p>\n<p dir=\"auto\">Avustralya\u2019n\u0131n Murray-Darling Havza Otoritesi, a\u015f\u0131r\u0131 tahsisi azaltmak i\u00e7in su geri al\u0131mlar\u0131 ba\u015flatt\u0131; bu, s\u00fcrd\u00fcr\u00fclebilir tahsis i\u00e7in bir model. \u0130srail\u2019in damla sulama sistemleri, geleneksel y\u00f6ntemlere k\u0131yasla %60 su tasarrufu sa\u011fl\u0131yor ve verimlilik i\u00e7in bir plan sunuyor. \u00dcrd\u00fcn\u2019\u00fcn su hasad\u0131 giri\u015fimleri, kurak b\u00f6lgeler i\u00e7in d\u00fc\u015f\u00fck maliyetli \u00e7\u00f6z\u00fcmler g\u00f6steriyor. Bu ba\u015far\u0131lar, \u00e7\u00f6z\u00fcmlerin var oldu\u011funu ancak siyasi irade ve yat\u0131r\u0131m gerektirdi\u011fini g\u00f6steriyor.<\/p>\n<p dir=\"auto\">Su bir siyasi silah de\u011fildir, g\u0131da da yapt\u0131r\u0131ma tabi bir mal de\u011fildir. \u00c7evresel adalet, BM \u015eart\u0131, 2030 S\u00fcrd\u00fcr\u00fclebilir Kalk\u0131nma Hedefleri (SDG\u2019ler) ve uluslararas\u0131 insan haklar\u0131 \u00e7er\u00e7evelerinde k\u00f6kle\u015fmi\u015f, tart\u0131\u015f\u0131lmaz bir hakt\u0131r. SDG 6 (Temiz Su ve Sanitasyon) ve SDG 13 (\u0130klim Eylemi), su g\u00fcvenli\u011fi siyasalla\u015ft\u0131r\u0131l\u0131rsa veya g\u00f6rmezden gelinirse ba\u015far\u0131lamaz.<\/p>\n<p dir=\"auto\">\u0130ran\u2019\u0131n \u00e7\u00f6k\u00fc\u015f\u00fc uzak bir uyar\u0131 de\u011fil\u2014\u015fimdiki bir ger\u00e7eklik. K\u00fcresel olarak, 2 milyar insan su stresi \u00e7eken b\u00f6lgelerde ya\u015f\u0131yor ve bu say\u0131n\u0131n 2050\u2019ye kadar 3,5 milyara ula\u015fmas\u0131 bekleniyor. BM, d\u00fcnya n\u00fcfusunun %40\u2019\u0131n\u0131n su k\u0131tl\u0131\u011f\u0131yla kar\u015f\u0131 kar\u015f\u0131ya oldu\u011funu ve 2030\u2019a kadar 700 milyon insan\u0131n kurakl\u0131k nedeniyle yerinden edilebilece\u011fini tahmin ediyor. Bu say\u0131lar soyut de\u011fil\u2014hayatlar\u0131, ge\u00e7im kaynaklar\u0131n\u0131 ve ekosistemleri temsil ediyor. Uluslararas\u0131 toplumun \u0130ran\u2019\u0131n krizine sessiz kalmas\u0131 su\u00e7 ortakl\u0131\u011f\u0131d\u0131r.
